Recrutement NEPAL – GENERAL COORDINATOR (Kathmandu)
MDM has been working in Nepal since 1995 and is currently conducting a project aimed at improving the maternal and newborn mortality, especially in the mountainous region, through provision of combined services for microfinance and reproductive health.
The current project is operating in one district of Nepal – Sindupalchowk District -and has three large components:
1. Ensure the availability of Emergency Obstetric and Newborn Care at different levels of the health system, through training, provision of equipment and drugs.
2. Provide reproductive health education through an organization of combined microfinance services (saving and credit groups with health education).
3. Organize and strengthen referrals through emergency obstetric funds managed by the microfinance centers. Furthermore the project aims at strengthening the local governance bodies and community participation in order to enable them to make a combined district plan for reproductive health and microfinance.
The MDM General Coordinator in Nepal is a challenging position that requires commitment, planning, community experience, capacity building and a participative approach: The coordinator is in charge of the mission and is responsible for the daily management of the project activities and the office. S/he coordinates and makes the assessment and the analysis of the general context of problems and needs (medical, financial, political, human resources, etc.)
S/he takes part in the program planning’s definition in relation with the desk/ associative referent and STAO.
S/he is in charge of the programs technical assessments, supervises and organizes the implementation of the activities.
S/he organizes the implementation of the program’s continuous assessment with the national coordinator, administrator, the micro finance officer (MF) and the health education team leader.
S/he carries the financial responsibility of the mission and oversees/prepares the budget and budget reporting in coordination with the national administrator and HQ.
S/he provides monthly and annual reporting to HQ, funding agencies and authorities where applicable. S/he manages local staff, organizes and provides where necessary training of core team members. S/he supervises the leading of group dynamic and the work’s coordination.
S/he ensures the quality of the mission’s general climate and of working relations.
S/He also ensures smooth partnership with local partners CDECF (partner who manages the implementation of activities at district level) and Center for Microfinance (CMF – partner who manages the technical components of the microfinance activities) as well with local authorities such as the Ministry of Health and Population and the Social Welfare Council. The General Coordinator sees to the actual implementation of the partner agreements and represents MDM in relationship to (inter)national agencies, authorities and funding agencies.
S/he pursues local funding opportunities and is in charge of writing funding proposals where necessary in coordination with the HQ teams. S/he is in charge of the security of the mission.
S/he makes the assessment and analysis of the general context and ensures that HQ is informed upon necessities.
S/he updates and implements relevant security guidelines.
The General Coordinator also is responsible to have regular interactions with the desk officer and the associative referent. This includes writing monthly reports and regular contacts and communication. In terms of international human rights law / international humanitarian law, s/he is in charge of heightening the staff’s awareness, of collecting and spreading data collections according to the directives of the DH unit; makes sure that the actions led are coherent and that the Association’s positioning on the gathering of testimonies is respected.
Profile:
§ Minimum 5 years of humanitarian development work, preferably in (post)-conflict situations
§ A medical background or a Masters degree (preferably public health) with experience in a public health project (preferably a maternal/child health project).
§ Experience or additional training in community development is an asset
§ Experience or training in local governance, gender or related fields is an asset.
§ Experience in networking and representation with government, donors, the media and civil society
§ Fluency in English required and knowledge of Nepali desirable
§ Strong project management skills with experience in monitoring and evaluation of health projects.
§ Management of national staff team § Experience in training methodologies and planning
§ Financial management (budget construction, follow-up and reporting, cash handling)
§ Skills in fundraising processes
§ Report writing (internal MDM, to partners and other stakeholders as well as donors)
§ Situation research and analysis
§ Computer use (MS Office programs, email and internet and networks)
§ Adaptability, diplomacy § Patience and team spirit. § Field visits require good health as treks are necessary to reach some health facilities.
