With a population of 220 million, Indonesia is the fourth largest country in the world and its population grows by about 3 million each year. 27% of the population lives under the national poverty line. Indonesia is still suffering of the economic collapse of 1997, which had a significant impact on the health status, slowing the development of the health system. Serious concerns remain with the impact of the decentralization process on the health structures and the implementation of policies, the allocation of resources (financial and human) from central level and the lack of minimum standards for basic services.
Conflict and communal violence has decreased in intensity or has been solved, but the consequences are still felt by the population (IDPs, disruption of basic services…), which are not adequately met by the national or local authorities. The archipelago is prone to a variety of natural disasters (earthquakes, tsunami, floods, volcanic eruptions…) with devastating and long-term impact for the affected population. Disaster preparedness is not yet an operative concept in Indonesia.
MdM-France has programs in Indonesia since 1998, first in North Maluku and in Papua. The country strategy is to focus on access to primary health care for the most vulnerable population in the urban context and to intervene among communities living in remote areas and in cultural or development transition.
Three programs are currently implemented:
- Primary Health Care and Infectious Diseases Prevention Program in the Puncak Jaya District of Papua. Ending on 31 december 2009
- Malaria control program in Lembata
- Primary Health Care access program in North Jakarta slums
The General Coordinator to be recruited shall participate to en exploratory mission in Jakarta. The will is to start over a new programme.
MDM has pre-positioned a Disaster Kit and identified human resources in order to intervene appropriately in case of emergency and to assess further needs. Concerned in the first place for the sake of its personnel and the communities we are reaching, MDM Indonesia is following closely the spread of the Bird Flu. As such, this base is the referent for South East Asia and is striving to compile and disseminate information on the virus and to lead a network on this issue.
The General objectives of the programs are:
- Papua Program: To improve in 3 years the health status of people living in the sub-districts of Mulia and Sinak
- Lembata Program: To improve the health of the population of the island of Lembata, Nusa Tenggara Timur (NTT) Province, Indonesia.
The Specific objective is to upgrading the anti-malaria fight in the island of Lembata by direct action in the most seriously affected communities with the aim of reducing the disease burden by 40% within 16 months.

The General Coordinator will be in charge of the coordination of all the programs set up by MdM in Indonesia. He/she will work closely with the Coordinators of the other MDM programs and the Desk Officer in the HQ. He/she will be in contact with the Heads of Mission (RM) of the different programs implemented in Indonesia.
He/she will have the following duties:
· To analyze the humanitarian, political and geopolitical situation in Indonesia and to report to the Desk Officer and the RM
· To manage, supervise and support the overall planning and implementation of the work of the different programs in order to achieve the objectives
· To represent MDM to local authorities especially MoH, donors, NGOs, UN agencies and embassies and to the media
· To identify new intervention opportunities when/where necessary and set up exploratory missions
· To carry out regular field visits
· To ensure that appropriate logistic, administrative and financial structures and procedures are established and respected
· To ensure the coherence of the programs within the MDM strategies, guidelines and procedures
· To participate to the evaluation missions of the different programs
· To write monthly report and strategic report as required with input and support from the different programs.
· To ensure reactivity in case of emergency in close cooperation with the Emergency Desk
· To update regularly the network on the Bird Flu and disseminate crucial information to partners in Indonesia and other missions in South East Asia
· To look for new funding opportunities
· To work closely with the Coordinators, the Desk Officer and the pertinent RM to prepare projects proposals and donors reports
· To remain well informed of the security context in the country and in the programs areas
· To ensure the maintenance of coherent, appropriate and respected security guidelines and procedures on the different programs
· To oversee budget preparation, setting the parameters and the process, ensuring that country programs are implemented within their budgets
· To supervise and to give support to coordinators and administrators regarding financial and administrative management
· To oversee human resource management of expatriates and local staff

Monthly Allowance: 915 Euros + Daily subsistence
Profile:
* Medical profession (doctor or nurse) (desirable)
* Experience in a similar position within an International NGO
* Experience in program management
* Degree in Public Health
* Ability to represent MDM
* Knowledge or understanding of Asia
* Fluent oral and written English (French and Indonesian would be assets)
* Good knowledge of Windows environment (Word, Excel)
* Ability and flexibility to cope with cultural and political environment
* Communication and negotiation skills
* Reactivity, anticipation, adaptability, capacity to take initiatives
* Ability to learn a new language (Indonesian is an easy language)
* Organization skills, rigor
* Patience and understanding
